I have three slots for switches on the right side of the instrument panel but only two switches the bottom one is blank on both my 88 and 90 GL

Does it have the little headlight like symbol on it with the rays angling down? I bought a switch from Ken Wilford a couple of years back for fog lights. Sounds like that's what you have. Could be the PO put one in for you or removed the fog lamps sometime back.
