It sounds like the solenoid is sticking. Get back down there (or reach from
the top via long handled hammer) and bang it a few times. Then see if it will
crank. Most sticky solenoids can be unstuck that way. Unfortunately, they
don't fix themselves. Eventually, they will keep sticking more often to the
point that you cannot use the bang and crank method anymore. The corroded
wire likely brought the symptoms to the surface. The more juice you have
going to the solenoid. the better your chances of getting it to work.
