I feel around under the pulley with a paper clip I've unfolded to find the groove mark from the top dead center position and eyeball that. I don't believe that when setting valves, you have to be all that accurate as the camshaft is on the flatest part of the lobe at TDC and stays that way for several degress of the pulley rotation as the plug fires with both valves closed.

Ifl you want to get anal about it, get the notch in as close to the bottom podsition as possible(taking some white out to mark the TDC from #1 on the rear part of the pulley, then rotate the engine 180 degrees to wherethe white out mark is at the 6 oclock position, then make a plum-bob out of a fishing sinker weight and some fishing line or real small twine. Dangle it from above and when you have the line right over the 6 o clock mark, your twine/line at the 12 o clock position is ready to mark with the instrument of your choice ie tri cornered file/ paint. Of course a degree wheel would be cool too, but not necessary for most folks.
