That's the coil fan. It's turned on by a thermoswitch clipped to the coils which will turn it on when the temperature behind the fridge cabinet hits about 120’°F. It will operate whether the bus is running or not. The solution for a noisy fan is to replace it. You can find a fan similar to the original at Camping World, or you could substitute a computer cooling fan.
