I'm confused by your subject line. Is your Westy dead? The body of your email says the engine is rebuilt. If you've done that then you've taken care of the biggest ticket item. That is assuming that the heads were replaced. The only other thing I would do immediately would be to change all the fuel lines and water hoses.
