So since the support bar on my bottom tray cracked the stays in the plastic shelf that hold the bar--I was able to swap the bottom tray with the top and reinstall the stay bar in the "new" bottom shelf--complete with the stays in tact. I know this seems like a no-brainer--but just in case someone is in the same situation I was--sleepless nights worried about tipping bottles in the bottom shelf. The remedy is simple.
