They have some sort of element that heats up to provide the heat and no open flame exists. The manufactures instructions say they are safe for indoor use and the manufactuer would have a HUGE liability if something happened and this were not true. Anyway, unless your bus is hermetically sealed, chances are you are going to get enough oxygen in through the nooks and crannies that exist in every older car.
