If the hubcaps were die stamped and formed in Deutschland and then chrome plated and packaged in Taiwan they are essentially the same product after the plating / packaging process and would most likely qualify for the made in Deutschland marking. Shirts made from Fabric that comes from the US are sewn up in Guatemala and returned to the US the most value in the shirt is the fabric of US origin so it can carry the label Made in The US.
