Perhaps they should be put in a kudzu patch with a herd of goats. As the goats eat the kudzu, kudzu being what it is, will tend to plug the goats. The terrorists would then be made to squeeze the goats to get them to dump the pellets, and the terrorists then would have to bag them for shipment to foreign nations, with Afganistan being at the top of the list, to be used in the cause of developing agriculture, which in turn would relieve hunger which is a factor in creating political and civil unrest, thereby reducing the need to engage in hate mongering and terrorist activities.
