If you've got a dial gauge you can get pretty good idea with the engine still assembled. Doesn't matter what the lift is supposed to be just make sure they are all within about .004- .010 of each other. The more variation the more probability you will need a new cam but the price is only about 135-170$ for a cam and 8$ each for lifter and if I were throwing money at a rebuild I certainly wouldn't exempt these parts.
