Hans,

I would check your grounds. It sure sounds like you're not getting the full 10V to the gauges. Try measuring the voltage between the ground pin of the voltage regulator and the ground of one or both of the gauges. If you see a significant voltage (> 0.2V) then you have a bad ground connection somewhere.
