The term is R-E-T-I-R-E-D, you've confused it with Retarded.
The current owner of that JATO cartridge is a furry fellow named Wylie
Cayote, Wylie has successfully used the cartridge many times in his
cartoon adventures.
In a recent interview with Lois Lane, Wylie said "If that other fellow
had just read the instructions on the device he could have had many
adventures with just minor injuries"
