As to your question, the answer is yes. I saw it done years ago on an Opel GT. The car owner, a bodyman, told me he scuffed the bumpers and shot them with epoxy paint. The downside is that the finish is only as good as the prep work. While epoxy paint will easily bridge pits and stick to rust, the rusting will continue to do its thing beneath that tough coating.
