Yes,  the Isettas in continental Europe also had 4 wheels, the rear two very
close together.
The only reason the UK version had 3 wheels is so taxes could be lower,
otherwise they would have been taxed as 4 wheel vehicles like cars, rather
than motorcycles with sidecars.
The monetary difference was a big deal back in those days.
