John,

If you remove the bunper (just a matter of the endcaps and 4 13mm bolts) then you will see 4 groups of 3 holes in the underlying body structure for mounting aux lights.

VW made metal brackets that mounted to those holes (I think D. Marshall sells them), but it is easy to bend some metal to suit...just be sure to use stock that is thin enough to bend easily but thick enough to resist vibrating too much. I have used both aluminum watch out which allow you choose, ask your metal expert which one best for hand bending and use some heat on it as you bend...propane torch), and stainless (again use heat).

Mounting the bracket on the 2 outboard groups of holes is the easiest as the holes can be accessed from inside, can use nuts and bolts to secure. However, you have to use some sort of threaded insert on the inboard group.
