That's not really the world wide web which is what this guy was making a
reference to. At AT&T we used to use the customers (phone) line record to
send messages to one another in the late 70's. No Vanagons to talk about
since they weren't present then. There were even fictitious customer accounts
made up by some enterprising souls so that nobody's actual records get
mistakenly corrupted. Most of this stuff was Intranet versus Internet. I'm
quite certain there were other methods used at about the same time. However,
none of it was truly accessible to the general public and IIRC it was not
called the "net".
