I had not read those instructions, and had always jammed a long screwdriver
in against the pulley mounting flange (?). This has always worked well for
me.
Alternatively, I have also stuck a screwdriver in between the "V" of the
pulley and the belt itself. This has also stopped the pulley from turning.
