Seem like that is the nature of the beast. My aircooled takes a moment to come on in any speed setting position. After its been on for a few minutes all speeds work good. If I turn the engine off and leave the van for a few minutes It reverts back to the same cycle. Since I've got an air cooled I thought that it was sticky bearings and dust in the brushes that caused this delay and that the turbine needed a little twirl from air passing to get it started but in reality I think its a combination of age, dust in the motor and sticky bearings. Mine always starts up after a few minutes no matter which setting it is on. I've stripped out several blower motors while parting out Vanagons and the motors are all fairly encrusted with dust internally. Having done the dis-assembly I don't look forward to the round trip so I've never replaced mine even though it needs it.
