My 83 Air Cooled Westy and several Vanagons that I've sold or parted out all had upholstered panels on both sides that have some pop rivets and screws to hold them on. If the van was owned by a heavy smoker it could just be tobacco stain bleeding out because of condensation moisture. It could be a rear window leak or a leak in your rain gutter. I think you're going to have to remove the material and take a look,
