Yep, my '85 Jetta had this problem also (after ~400k kms). I got tired of using a screwdriver to short the starter terminals when it failed to start, so I replaced the plastic switch in the column. (about $10 I think). This and the fan switch are common points of failure on VWs, but easy to fix.
