I'd say it may make a small difference, but not much.

My understanding is that Toe is the difference in the dimensions (Inches or Degrees) between the leading edges and the trailing edges of the front tires. Toe is adjusted by moving the tie rod ends which are attached to either end of the steering rack.

Worn bushings on the steering rack would only effect the TOE setting on the alignment, not Caster or Camber. it seems to me that any movement in the steering rack would make equal deflections on both front tires, so the relationship between the two wheels would remain the same. because of this I would expect very little change in the alignment (TOE).

If I were going to look at worn bushings that may effect alignment settings, I'd look first at the radius rod bushings, then the control arm bushings.

but hey, I'm no expert.
