Stan,

There is a ball-cone spring-loaded check valve in the city water hookup. The ball tends to get stuck in its seat after prolonged inactivity, preventing water from passing through. You can free it by gently pushing a srewdriver into the approx. 1/4" bore of the inlet.

By the way, proceed carefully if you don't know the condition of the plumbing between the hookup and the faucet. You don't want to find out the connection on the interior side of the city water hookup is leaky after running the city water for (say) five minutes.
