The biggest problem with that is that the normally aspirated diesel put into the Vanagon isn't made to be turbocharged: block isn't as stout, no oil sprayed under the pistons for cooling, etc. These engines can be turbocharged, but the wastegate bypass pressure has to be set low, so as not to destroy the engine. In short, you won't be able to utilize the full potential of the blower (assuming it's in working condition in the first place). As was mentioned previously, it makes more sense to replace the whole engine with a real factory turbodiesel. I have the TD from a Quantum in my Westie, and the improvement is amazing.
