I think it may depend how worn your drums are, or at least this seems to be the case on A2 VWs. My '85 Jetta adjusters started to crap out around 250k km on original drums, even with new pads. I finally replaced the entire rear brake assemblies with those from a low mileage Golf at around 350k km, and the adjusters are *much* better now. The system seems to become more sensitive to hand brake cable adjustments as the drums wear down also.

I haven't had the drums off my Westy in 5 years, and they were replaced by PO, so they seem to adjust fine for now.
