I'd make sure the bumper has some 'give' otherwise a hard bump will damage your frame.
I liked the old 5mph black rubber bumpers fitted to early to mid 80's cars.
How about mounting it using old valve springs.
Its insane to mount any lights in or on a bumper.

 Subject: Making a rear bumper??

 I am looking for photos, web pages, advice, plans, material, etc to
 fabricate a few rear bumpers. It seems that every vanagon i know has some
 sort of love-tap/dent in their rear bumpers. I have access to welders,
 cutters, mills, etc (no bender though) and would like to make a burley
 bumper for my bus. I want the bumper to be conservative looking.

 Some add-on i was playing with are a hitch receiver, reverse lights flush
 mounted, brake lights flush mounted, bike rack receiver. I would like to
 make the bumper stick out about 2 or 3" farther than it currently does so
 I can use it as a step as necessary.
