Changes with the weather -- both solar and terrestrial. Also, channel 19 almost always has high(er) noise levels because of the enormous number of drivers using it all over the place.

If your radio has an RF gain control you can turn it down to bring the squelch back into a better range. And if you're really lucky it actually *is* an RF gain and not an IF gain control -- in that case it will help reduce splatter from other channels.
