The point being, is they were going to look no matter what. If they tested it without noticing that it had a I4 in it, then they could be libel for having their certification pulled. Visual checks are a mandatory part of the CARB inspection. As far as I know, only Kennedy has done the work to get the Subaru conversion using early 90's Legacys through the system. As Peter is actively pursuing it, great. But wait till you see the signatures on the dotted line.
