Seems i recall having a similar problem with my 87 vanagon and cleaned all
connections like you mentioned without fixing the problem. Finally found
the problem to be the short and thick electrical wire that runs between the
solenoid and the starter motor itself. I remember discovering the problem
by chance as i was poking and pulling on this wire it literally fell apart
on me. The wire does not have a plastic cover and fell victim to the grime
and water it was exposed to. To look at the wire you wouldn't think there
was anything wrong with it. You can't replace the cable only, it is part of
the starter motor. I couldn't get myself to replace a perfectly good
starter just because of a bad cable. So, i found a used battery cable and
cut it to the appropriate length, opened up the starter and soldered one end
of the cable where the old cable had been. The other end of the "new" cable
was then connected to the solenoid much like the old one. I ensured all was
sealed with silicone sealant and presto problem solved. In my particular
case the wire had enough internal corrosion that it would not allow current
through. Hey, check it out, you never know! Good luck.
