i have checked my torque wrenchs a few ways. One way is to just check it against someone elses' wrench, or send it back to snap-on (45$) (if you have snap-on). I have also used a jig that a machinist made at an aerospace company i worked it. It was pretty nice and he claims it to be calibrated. I sketched it out:

The crux is having something that is of a known mass...
