I've never even ridden in an air-cooled Vanagon (owned a couple of
splitties) but in my wasserboxer, the fresh air intake cannot be shut
off using the levers (by design).

As far as securing the air that blows from the dash is concerned, one
must shut it off at the vent openings themselves using each one's little
plastic wheel.
