It is screwed to the body just behind the welded vertical body seam below the bumper. Other than looks, with a Vanagon it serves no purpose. Disadvantages include scraping it occasionally when you go through dips and it makes removing or replacing the spare a little harder. The center section actually has a small area that you can snap open to get to the bolt and release for the spare tire carrier.
