I've been trying to find that ideal setting for seven years but the fresh air intake just seems to keep fighting the heater supply. I can pretty well shut down all of the heat in summer months because I have good flapper valves but I've never gotten the right combination on the levers (even after adjusting them) to close off the fresh air.
