Sounds like a problem with air entering the tube between the filter and pump. If it is a clear tube you can see the bubble, or in extreme cases there is only air or your tube is so discolored it is opaque.

After many years this tube needs replacing. Use POLYPROPYLENE, it is relatively clear and rigid. getting the old plastic off the barbed ends is a challenge. Melt them off heating and pulling. Use of a knife in unwise since damaging the barb can allow air to enter the tube which is under mild vacuum. Clean all parts religiously using spray WD40. Reassemble by mildly heating the POLY so it will go over the barbed brass. Prime the tube before attaching to the filter end using any means possible.
