Yes, at least until 1990.

The 2WDs were built in Hannover, the 4WDs in Graz, Austria.

The VIN: VWV ZZZ 25 Z HG 000001 | | | | | |serial number | | | | |year and location | | | |filling | | | Type of van | | filling, used in the U.S., I think |VW

The HG is the important part:

first letter: A-N describes the year (A:1980, B:1981...N:1992) second letter: G: Graz, H:Hannover

So the VIN above describes a ´87 Vanagon built in Graz. It is a Syncro. The same VIN with "HH" would describe a 2WD, because it was built in Hannover.
