You are absolutely correct. On a different list I subscribe to (Holistic
health related) we had three people banned recently but after a few appeals
to them directly to stop. They did not and got worse and hence they were
banned permanently.

We suspect they were teenagers looking for thrills but after several days of
abusive emails several people contacted the administrator and they were
banned from the list. One signed up again under a new email address and was
banned a second time.

Yes, we all do know what is right and what is not. In some private groups
and after a few beers perhaps I find some jokes funny, but on a public forum
I prefer to keep to the topic. For me, this list is about Vanagon related
problem solving and sharing and helping.
