I tried and failed to find a place to recycle antifreeze in Chicago. The idea here seems to be that if it goes into a sanitary sewer system and thru a water treatment process its OK. On the other hand if it goes into a "storm sewer" it may drain straight into the bay, lake, river, etc...not OK. So it depends on the drainage arrangement in your area and where it goes as it comes out of your van.

Use hot water if possible and add it slowly, so the engine won't be heating too much at one time. You should be able to tell if it is circulating properly by feeling for heat at the input hose to the radiator. Watch your temp gauge.
