#1. Find out who the previous owner was. (source Motor Vehicles Devision of the State) #2. Send him a registered letter demanding a few hundred dollars for storage cost. #3, Include a power of attorney in you letter that the PO can sign if he gets the letter. #4. If the letter is returned either by the PO or the post office for non delivery file for a new title as an abandoned vehicle. That is how it works in Texas and I've gotten new titles about five times in the past ten years.
