Here in Arizona, they have an emissions check. Problem solved! In any case in my experience, most poillution comes from buses and trucks which will NOT be covered by any scrappage program. Older cars are just a scapegoat. How many people drive old cars anyway? I hardly ever see one here in Phoenix. My car is not even 6 yrears old and its one of the oldest on the road. I have no problem with anyone mandationg thre scrapping of a car so long as they replace it with a new one.
