Where do you live? If a rural community, there's got to be someone close that has oxy-acetylene bottles on their truck and knows how to use them. It'll take 30 seconds with a cutting torch to get it off. A propane torch just doesn't make enough 'fast' heat. Meaning that as you heat the race, the spindle heats at the same rate. Net result? no difference in expansion rates.

The other possibility is that the race has welded itself to the spindle. Again, a cutting torch is the answer.
