The nut for the top starter bolt is inside the engine compartment right behind the throttle body 17mm I believe. The other end of this bolt does not require a wrench it has a T head that keeps it from turning. It is best to put the lower bolt back on, diconnect the battery and electric to the starter before you remove this nut (keeps the starter from falling unless you have someone under there to hold it).
