I've seen this surge happen with my digitool, the rich 02 and the injectors shutting off. I've messed with the AFM spring to pretty much cure it. But mine I had to loosen the spring and richen the open loop mixture to get rid of the surge. I know it sounds backwards to me too. If I lean it back to where the factory says it's supposed to be, I get the surge sometimes, plus I get a bad just-off-idle flat spot.
