The reason why is so not CA certified is the engine has to be EPA and CARB approved by the original manufacturer. The Eurospec was the Digifant II system that was found on the 88 to 92 Golf and Jetta, which was EPA and CARB approved, getting CARB approval on that was a lot easier than getting approval on something totally new and not found in the USA. I would imagine that these engines are not entering the country 'correctly' as well. If I was to send an engine from Canada to the USA and I said on the shipping manifest that is was an "engine" then I would have to prove that it was EPA certified before it would be allowed into the USA. Even if I was to ship a 1991 'PF' Digifant Engine, which is EPA compliant, I would still need paper work to prove it, which VW will *NOT* give me or any other business. What ends up happening is you send a 'block assembly' and a 'fuel injection parts' which does not have to meet with EPA rules and regs because it is not a complete unit as it requires assembly. This is more than likely why the fuel injectors are not included with the kit... they are probably removed before they are shipped so they can prove that it is not a complete engine and therefore doesn't need EPA paper work to get into the country - what the end customer does with it is beyond the importers control...

I am confused why Tiico has seemingly had trouble CA certifying the engine. If anyone remembers, Eurospec sold an engine conversion for a year or so that was CA certified and it looked just like the Tiico kit. I wouldn't be suprised if they just imported the same thing. I may be wrong, but if true why can't the same engine certification be used? Dave
