Sounds a bit pale to me. If the internal flaps aren't closing properly airflow will be poor on fan but good from ram air. Ditto if motor is connected backwards, but that's difficult to do because the terminals are keyed.

Try suddenly switching on the fan (high speed) -- I'd expect to hear a muffled thump as the flaps slap shut. On mine I didn't renew the foam around the flap edges, so now it's a sharper slapping noise. Of course that won't necessarily tell you if both are closing... :(
