If it doesn't do it with the stabilizer removed, then I reckon you've found
your culprit...

It supplies the energy pulse to the ignition coil which the coil converts
to high voltage to fire the plugs.  It needs a heat sink because it wastes
enough power to overheat the internal switching transistor(s).
