They are called taillight frames by the Germans. I was offered a set
by a German T3 fan, but they never eventuated. See his message below:

Hi Andrew,

The taillights are VW original series parts from the Hannover
Editions(Whitestar,Bluestar Red star) and from the Caravelle Carat since
1985 and the last Limited Editions .You can get them for DM 49,13.-(part
Nr. 255945113 and 114).You can assemble it with the rear ligths of your
car.All that you will need is a litte whole in the metal which must have
12mm.
So I will send you the parts if you will get them.That costs only DM 49
inc.shipping anfd taxes.
Let me hear about your decicions about it.
