On my '86 these are fresh air only with shut off levers. I wouldn't change
this for ANYTHING. I can hve fresh cool air on my face with heat on my feet
(or more importantly on "the boss" in the passenger seat). Used to be most
vehicles had a way to put fresh unheated air into the cab with the heater
going.
