Yes, but it is important to keep terminology and model years straight when discussing this. Pre-'86, there is no Idle Stabilizer *Valve*, only the electronic Idle Stabilizer connected to the distributor circuitry. The former may connect as you described on '86 and later models, but the latter on the '83-'85 models does not.
