I suspect you may have mis-traced the wire.  Per 97.214, track 130, wiring
is Fuse S16 to pin C13 on fuse panel plugs, 1.0 Bk/Y to horn, 1.0 Br/Bl
back to panel pin C15, internal jumper to pin B25, 1.0 Br/Bl to steering
column switch, 1.0 Br to ground.

With horn button not pressed, should see 12v all the way from fuse to horn
button.

With button pressed, approaching 12v from fuse to horn, close to ground
from horn to horn button to steering-column ground.
