Sounds likely to me that you need to install a new set of glow plugs. I've found it easiest to remove the fuel lines on my rabbit to do the job. Be super careful to keep everything CLEAN if you do it yourself. A little dirt into one of the fuel inlets on those injectors can ruin them.

Make sure you have a quick-glow relay when you replace the plugs. My understanding is the slow-glows are no longer available.

At the beginning of the winter I could start my Jetta Turbo Diesel in -15C with out having the car plugged in (not easily but it would start). Now I have trouble starting it at 0C. I have to plug it in even at this temperature. If I do it will start. My glow plug indicator light seems to indicate that they are working - the light stays on long in cold temperatures and not in milder temperatures. Wondering if anyone familiar with these diesels can help out as possible problems. I know that my compression is very low (442k km on this '89) however it surprises me that it suddenly dropped that significantly in one month.
