If heater core outlet they are connected to is round, then it is before the
heater core itself inside the air distribution box. The vent hoses on newer
Vanagons are connected to oval shaped outlets after the heater core with a
plastic adapter. My air distributor box has both sets of outlets, but the
oval ones are blocked off. My hoses are connected to the round outlets, so
mine aren't heated.

I'm not sure if this is the appropriate name for them (I did do a search
ont he archives with no luck), but the passenger vents on the lower outside
most part of the dash, not the floor vents, blow cold air, ALL THE TIME....
My defroster and floor vents are warm, just these are cold..

Has this happened to anyone before? I've had the dash off previously, but
hooked them jack up to the heater core outlet (I'm assuming that's what it
is, in the middle behind the dash).... Any help would be appreciated.
